The State Great Hural (Parliament) of Mongolia is the highest organ of State power and the supreme legislative power is vested only upon the State Great Hural. The mission of the State Great Hural is to build a nation with humane and civil democratic society and to ensure Mongolian people’s right to govern.
The State Great Hural is unicameral and consists of 76 members elected by mixed electoral system. 48 of them are elected by mixed member proportional system representing single member constituencies and 28 are elected by proportional representation system.
The State Great Hural shall be in quorum if a resolution delivered with the consent of three fourth or not less than 57 of total members of the State Great Hural after a new election. With mandate of not less than 57 of total members of the State Great Hural, the State Great Hural shall be considered in existence of its powers.
Supreme power of the State Great Hural
Legislative power:
The State Great Hural shall implement its supreme power through its sessions and shall comply with the rules of procedures of the State Great Hural’s sessions in its main activities including, preparing and carrying out plenary sessions or standing committee sittings, discussing drafts of laws or other decisions of the State Great Hural and adopting, passing and the resolving processes.

Strategic objectives of the State Great Hural:
Strategic objective 1. To develop facilitations for legislative process in every aspect that in accordance with the development trend and principles of democratic society while improving quality and effects.
Strategic objective 2. To further develop forms, methods and arrangements of the State Great Hural’s oversighting functions and increase the effectiveness.
Strategic objective 3. Basing on the principles of democracy, to ensure, by all means, the transparency and openness of the State Great Hural’s functions.
Strategic objective 4. To further strengthen the foreign relations of the State Great Hural and to elevate the effectiveness of the inter-parliamentary relations.
Strategic objective 5. To improve functioning arrangements, service forms, methods and quality of the Secretariat of the State Great Hural, the professional working unit of the parliament.

- Hear reports, presentations and briefings from the Cabinet and other organizations directly accountable to the State Great Hural.
- Enquire the Prime Minister, cabinet members and executives of other organizations directly accountable to the State Great Hural and generate debate of the responses in its sessions.
- Enquire the Prime Minister, cabinet members and executives of other organizations directly accountable to the State Great Hural and demand responses.
- Assess implementation of laws and other resolutions of the State Great Hural at the cabinet and other organizations that directly accountable to the State Great Hural and generate debates at the Standing Committee sittings or if necessary at the plenary sessions.
- Assess and deliver verdict on professional or ethical offences committed by the Prime Minister, cabinet members and those who have been appointed by the State Great Hural or executives and members of other organizations directly accountable to the State Great Hural.
