The sixth State Great Hural election and the Citizens' Representative Hural of Capital city were held on June 28, 2012, throughout the country.
For the first time, the election of the State Great Hural was held on the mixed electoral system in the new legal environment. In other words, 48 out of the 76 members of the State Great Hural were elected directly from 26 constituencies in the mandate, and the remaining 28 were elected proportionally based on the number of votes which the political parties won.
15549 civil servants have worked in 26 territorial election commissions, 333 district election commissions, and 1905 precinct election commissions which were responsible for the administration of the election of the State Great Hural throughout the country. In addition, Mongolia, for the first time, has made possible its overseas voters to vote. This operation was conducted jointly by the General Election Commission and the Ministry of Foreign Affairs.
Some 67.28 percent of all eligible voters including those in the overseas have participated in this election.
Totally 11 political parties, 2 coalitions, 544 candidates were registered to participate in the election, and 354 out of these candidates were registered to run in the 26 constituencies and remaining 190 were included in the political parties list.
For the first time, the electronic vote counting system was successfully used for the polling, counting, tabulating the results and controlling the voters’ registration.
As a result of the election, 34 persons from the Democratic Party, 26 from the Mongolian People's Party, 11 from the Justice Coalition, 2 from the Civil Will-Green Party and 3 independent candidates have been elected.
Another feature of this parliament was the establishment of caucuses of three parties in the State Great Hural, with three deputy speakers representing them.
The Sixth State Great Hural has made an amendment to the Law on Parliament of Mongolia on August 1, 2013 and established a new 8th Standing Committee with the task to examine and resolve petitions submitted to the State Great Hural, its Standing Committees, Sub-committees and their chairpersons and MPs, as well as to listen to the applicants, witnesses, experts, and to receive an explanation from the relevant authorities.
