According to the new Law on Election of the State Great Hural, the 76 mandates were elected from 26 enlarged electoral districts.
In the 2008 State Great Hural election, eight different political parties, a civil coalition and independent candidates participated in the fifth election of the State Great Hural, and as the result, Mongolian People’s Revolutionary Party -46, Democratic Party -27, Civil Will Party -1, Green Party -1 and an independent candidate have won 1 seat respectively.
The fifth parliament was quite different compare to previous parliamentary powers. In view of the fact that,
- By establishing a joint government agreement with a political consensus, a major goal of joint action with the platform was to ensure political stability and to address many important social priorities.
- Basis of the country's rapid economic development in 2008-2012 was laid in the period of this parliament. The State Great Hural paid a much emphasis on overcoming the international financial and economic crisis with least infliction and its extraordinary session held in December 2009, the State Great Hural has discussed and adopted the Government action plan to fight the crisis.
- The State Great Hural has endorsed the world famous deposit Oyu Tolgoi’s investment agreement by the 2009 July’s Resolution under consideration of the that the Government should sign it in accordance within the currently effective laws and regulations.
- In 2010 Spring session, the State Great Hural has delivered a Resolution on “Utilization of the Tavan Tolgoi coal deposit”. Moreover, to allow people of Mongolia to own the 10% “Erdenes-Tavan Tolgoi” Co.Ltd’s shares for free of charge.
- Another important accomplishment of the incumbent parliament’s legislative task was the adoption of the State Great Hural member’s Rules of Ethics, to set ethical norms, standards and principles for a State Great Hural member to follow in the public office and obligate the members and to create condition for members to perform public service within the laws and to protect them from conflict of interests and ultimately to strengthen the confidence between the state and its people.
- According to the Law on Human Development, Mongolia was not only granting the right of natural resource ownership by a share format but also it has created a condition that allows transparent, fair and ample distribution of the allocations for the first time ever. On this principle, the shares from the wealth income have already been distributed.
- Renewing the Law on Election of the State Great Hural was one of the historical decisions compare to previous parliamentary terms.
