The second election of the State Great Hural has elected its members from 76 single mandate constituencies by the absolute majority votes. As the result, a unique parliament, consisted of the “Democratic Union”, a coalition of MNDP, MSDP, MWDP and Green Parties – 50, MPRP -25 and the MUCP (United Conservative) -1 seat, which clearly showed that the electors given confidence in the new young democratic forces. In other words, the power of the state, first time ever, to be held by the new political force. With many years of ruling and most experienced, the largest political force MPRP first time ever to be a minority and the power of rule has shifted.
During its term, vote of no confidence have been expressed twice on the Government. When the 24 MPRP members initiated the vote of no confidence, in 1997, the State Great Hural has discussed the matter and the majority voted the opposite for M.Enkhsaikhan’s Cabinet to survive. However, in a similar instance in 1998, the State Great Hural has discussed the Prime Minister’s statement to dissolve the Cabinet, which was based upon 11 democratic majority members’ motion, and passed a State Great Hural resolution to dismiss the entire Cabinet by the 98.3% of the vote. This experience remained as a form of democratic governance accountability in the history of Mongolia.
This parliament had indeed adopted principally important laws, including Banking, Bankruptcy, Insurance, Company, NGO, Anti-Monopoly, Mineral Resources, Property Registration and Housing Privatization, to further deepen and strengthen economic and social reforms. The adoption of the Law on NGO has particular role on implementation of people’s right to form and unite.
The second election of the State Great Hural had commenced with 5 Standing Committees:

2. Standing Committee on Budget, Finance, Monetary and Credit Policy (Chaired by A.Ganbaatar)
3. Standing Committee on Social Policy (Chaired by Kh.Khulan)
4. Standing Committee on Legal Affairs (Chaired by S.Batchuluun)
5. Standing Committee on Rural Policy, Nature and Environment (Chaired by Ts.Bayarsaikhan)
In 1997, the structure of the State Great Hural has been expanded into the following 7 Standing Committees of the Security and Foreign Policy, Rural Policy, Nature and Environment, Social Policy, State Structure, Budget, Legal Affairs and Economic Policy.
In 1996, this State Great Hural has determined and resolved to commemorate the Memorial Day for the politically persecuted on September 10 annually. Accordingly, on that day of 1996, a tribute rally took a place on the Sukhbaatar square and the Government of Mongolia has first time ever asked an apology in front of its people. Following suit to a State Great Hural adopted law, Mongolia has converted into 5 working days a week system.
