Amendments to the Law on Licensing Submitted

Minister of Mongolia and Chief of Cabinet Secretariat N. Uchral submitted proposed amendments to the Law on Licensing, along with related legislative changes, to Chairman of the State Great Hural (Parliament) D. Amarbayasgalan today (2025.03.26).


Minister Uchral highlighted a rise in economic crimes such as money laundering, fraud, and tax evasion through illegal gambling and betting operations—conducted both online and offline. Over the past three years, an estimated 350 to 450 illegal gambling websites have been operating actively, many managed by foreign legal entities. This has become a pressing issue requiring legal intervention.


Authorities have identified cases where proceeds of crime were transferred, concealed, and circulated through betting sites and offshore accounts. Consequently, access to 6,036 domain addresses linked to online illegal gambling activities has been restricted within Mongolia.


To address the economic damage and threats to national economic security, the amendments seek to prohibit paid games of chance, betting, and online gambling operations. Alongside these changes, an amendment to the Criminal Code has also been proposed, which would classify the operation and facilitation of such activities as criminal offenses. Minister N. Uchral emphasized that the proposed changes are intended to prevent further harm to the economy and enhance legal safeguards.
