Draft Law on Organ and Tissue Transplantation Submitted

Today (2025.03.31), MPs J. Chinburen, A. Ariunzaya, J. Aldarjavkhlan, and N. Batsumberel submitted the draft Law on Organ and Tissue Transplantation to Chairman of the State Great Hural (Parliament) D. Amarbayasgalan.


Mongolia first adopted the Law on Donorship in 2000 to regulate blood donation, and the law has since undergone four amendments and revisions to include provisions on organ donation and transplant treatment. As the global medical field advances with technologies such as regenerative treatment using stem cells and embryo implantation, the initiators emphasized the urgent need for Mongolia’s health sector to align with these developments.

Currently, 93 countries perform organ and tissue transplantation treatments, and 90 of them have adopted independent legislation on the matter.


According to the initiators, the adoption of the draft law will improve the legal framework and facilitate the introduction of more effective treatment methods. It will also allow citizens to access high-quality, internationally comparable medical services within Mongolia. The law aims to establish clear policies and regulations regarding post-mortem organ and tissue donation, thereby enhancing the quality, accessibility, and outcomes of transplantation services.
