The Secretariat of the State Great Hural organized a seminar titled "A skilled and highly productive Secretariat aligned with the needs of a progressive, modern Parliament," focusing on the adoption of innovative approaches and technological advancements to enhance parliamentary efficiency. The event also served as a platform to exchange ideas on priority initiatives and projects planned for 2025 in alignment with the State Great Hural’s 2024-2028 strategic plan.
MP O. Batnairamdal delivered a keynote presentation on the global trends in artificial intelligence (AI) integration into policy-making, emphasizing that AI utilization has become a key indicator of national progress. He noted that legislative bodies worldwide are increasingly leveraging AI to enhance decision-making processes, and Mongolia’s Parliament now has the opportunity to do the same.
The seminar featured expert discussions on digital transformation and process reengineering, with consultant N. Tserendavaa outlining best practices in robotic process automation. Consultant U. Khosjargal highlighted the importance of applying internationally recognized project management methodologies within the Secretariat to achieve measurable outcomes. Psychologist Ts. Enkhjargal provided insights on communication management, stressing the importance of fostering strong interpersonal connections and continuous professional development. Legal expert D. Ganzorig addressed recurring challenges in Mongolia’s legislative processes, using the Law on Permits as a case study.
In the afternoon session, Secretary General of the State Great Hural B. Baasandorj and First Deputy Secretary General Ch. Ariunkhur presented an overview of the 2024-2028 strategic plan and the Secretariat’s 2025 performance plan. Emphasizing the Secretariat’s fundamental role in providing professional, methodological, technical, and organizational support to Parliament, B. Baasandorj underscored the necessity of keeping pace with technological advancements and fostering a culture of continuous learning to uphold leadership excellence in public service.
The seminar was part of a series of training and development initiatives conducted under the "Strengthening Parliamentary Institutions" project, implemented in collaboration with the Swiss Agency for Development and Cooperation.
