A working group formed by Order No. 82 of the Chairman of the State Great Hural (Parliament) visited Khuvsgul and Bulgan provinces to review the implementation of the Law on Supporting Small and Medium-sized Enterprises and Services, evaluate existing support mechanisms for micro-enterprises, and prepare recommendations and a new legislative draft for enhancing support for household and micro-businesses.
The working group, led by MPs D. Batlut and J. Batjargal, held discussions with small and micro-business operators to understand their current situation and identify critical challenges they face.
During the discussion sessions, the working group introduced the initial draft of the “Law on Supporting Micro Enterprises and Services,” emphasizing that this independent law aims to lower regulatory requirements and strengthen policy support specifically for micro-businesses and household-level producers.
Business operators raised concerns about the need to lower tax rates, promote cluster-based development, expand the scope of sectors eligible for support, and improve access to loans from the SME Development Fund. They also emphasized the negative impact of recent increases in electricity tariffs, which have significantly raised operational costs. Another major issue was the current policy restricting concessional loans only to cooperatives or formally registered enterprises, which excludes household-level producers earning less than 50 million MNT annually. Entrepreneurs stressed the importance of opening new sales channels and noted that concessional loans were inaccessible for smaller-scale businesses and individual producers.
The working group, chaired by MP D. Tsogtbaatar, assured citizens that their suggestions and requests would be thoroughly evaluated, and relevant inputs would be incorporated into the legislative proposal as needed.
Members of the working group include representatives from key ministries and agencies, notably Kh. Sugarbayar, Senior Specialist from the Ministry of Food, Agriculture and Light Industry, N. Enkhtur, Department Director at the Agency for Small and Medium Enterprises, and E. Sugarbayar, a senior analyst at the Ministry of Food, Agriculture, and Light Industry.
