Chairman of the State Great Hural (Parliament) D. Amarbayasgalan, as part of his official visit to China, visited the Chinese Academy of Personnel Science (CAPS) in Beijing on February 26, 2025. During the visit, discussions were held on China's human resources management policies, best practices, and innovative methods used in the public sector.
Chairman D. Amarbayasgalan emphasized Mongolia’s interest in adopting best practices from China’s successful experience in building a highly skilled, professional, and sustainable civil service workforce. He expressed particular interest in China's effective use of innovative digital technologies and data-driven methods to manage and develop public-sector human resources.
Officials from the Chinese Academy of Personnel Science highlighted their comprehensive approach to recruiting highly skilled and talented civil servants through targeted short-term training programs. These programs are specifically designed to equip public officials with specialized skills needed for domestic and international initiatives and collaborations. The Academy operates under China’s Ministry of Human Resources and Social Security, providing research, policy advice, training, and consultation services to enhance public administration.
Earlier on the same day, Chairman D. Amarbayasgalan visited Xiaomi’s electric vehicle manufacturing plant in Beijing, known for its integration of artificial intelligence and robotics, producing environmentally friendly electric vehicles. He also toured the Jinhui Nong Agricultural Cooperative, a successful model of cooperative farming supporting more than 700 local households through technological innovation and capacity-building programs.
Chairman D. Amarbayasgalan’s official visit to China continues, with further discussions on bilateral cooperation in renewable energy, technology, agriculture, and public-sector development initiatives.
