Participants of the "Open Parliament" Program Visit the State Great Hural's Plenary Session Hall

In an effort to enhance young people's understanding of governance, democracy, and legal knowledge while encouraging their active participation, students participating in the "Open Parliament-2025" internship program were introduced to the plenary session hall of the State Great Hural today (February 5, 2025) by B. Baasandorj, Secretary General of the State Great Hural.


During the visit, Secretary General B. Baasandorj provided a brief history of the plenary hall, noting that when the Government Palace was commissioned in 1951, the hall was originally a movie theater. He then outlined the transition to a permanent parliamentary system, culminating in the formation of the current 126-member parliament following the ninth parliamentary elections in 2024. He explained how party caucuses and independent party representatives are seated in the hall and highlighted that the 2024 elections resulted in five political parties and coalitions securing seats. The inclusion of multiple parties in the legislature, he noted, allows for more diverse perspectives in parliamentary discussions and lawmaking processes.


He also introduced key legislative frameworks governing the State Great Hural, including the Law on the State Great Hural and the Law on Parliamentary Procedures, elaborating on their refinement over time and the legal relationships they regulate. Additionally, he provided insights into the role and privileges of parliamentary caucuses, the functions of standing committees, and the legislative process, particularly the stages of reviewing the state budget bill.


The "Open Parliament" internship program began on January 20 and will conclude on February 14. From a pool of 1,684 students enrolled in accredited domestic and international universities, 100 top candidates were selected to participate, with 30 finalists advancing to the next phase of the program.


The plenary hall visit was attended by U. Amarbat, Deputy Secretary General of the State Great Hural, and D. Bumdari Director of the Parliamentary Research and Development Institute.
