Discussion Held on the Implementation of Election Legislation

The State Great Hural approved its 2024-2028 strategic plan through Resolution No. 42 on November 15, 2024. Within this framework, it set the goal of creating a comprehensive legal environment that aligns with rapid societal development and is centered on human rights principles. In line with this objective, Kh. Bulgantuya, Chairwoman of the Subcommittee on Human Rights, organized a meeting today (February 5, 2025) to discuss whether the implementation of election legislation has led to human rights violations.


The meeting brought together representatives from the General Election Commission, National Audit Office, Ministry of Finance, and the General Department of Taxation to examine the guaranteed right of citizens to vote and be elected, as stipulated in Article 16.9 of the Constitution of Mongolia.


At the beginning of the meeting, Ya. Sambuunyam, Deputy Auditor General of Mongolia, presented information on the National Audit Office's role in implementing the Law on Parliamentary Elections. He outlined the six responsibilities assigned to the state audit agency under the law and provided a detailed report on the implementation of election-related laws during the 2024 parliamentary elections and the elections for local Citizens’ Representative Hurals at the aimag, capital city, soum, and district levels. His presentation also covered audit findings on violations and measures taken to address them.


Following this, Kh. Bulgantuya requested further clarification from representatives of the Ministry of Finance and the General Department of Taxation, particularly regarding citizen complaints submitted to the Subcommittee on Human Rights. Participants were instructed to submit written reports on the challenges encountered during the implementation of the Law on Parliamentary Elections and the Law on Local Elections, along with proposed solutions.


The information collected from relevant state agencies will be consolidated, analyzed, and presented to the Subcommittee on Human Rights and the Standing Committee on Justice. If necessary, the findings will also be shared with other Standing Committees for further deliberation.
