D. Amarbayasgalan: The new Parliament, with 126 members representing five parties, has lifted the obstacles that stalled mega projects for 30 years

Chairman of the State Great Hural D. Amarbayasgalan, accompanied by MP E. Bolormaa, met with residents of Taishir and Delger soums in Govi-Altai province today (January 29, 2025) to discuss key policies, laws passed during the autumn session, and the overall direction of parliamentary activities.


At the beginning of the meeting, Chairman D. Amarbayasgalan emphasized that the 126-member parliament, which includes representatives from five political parties and coalitions, has, in its autumn session, successfully approved long-stalled mega projects that had been delayed for 30 years. He noted that with expert voices from different sectors now actively participating in the legislative process, the parliament was able to set in motion four major economic projects that will expand Mongolia’s economy and approve the 2025 budget without a deficit. He highlighted that the early outcomes of a larger, more diverse parliament demonstrate its ability to approach issues from multiple perspectives and make decisions without political deadlock.


This year, MNT 47 billion has been allocated to Govi-Altai province, with plans to launch the second phase of the provincial district heating system and continue road infrastructure projects.

MP E. Bolormaa, speaking in Taishir and Delger soums, emphasized that the 2025 budget prioritizes completing unfinished construction and investment projects, ensuring that inefficient allocations are eliminated.


Residents of Taishir soum raised concerns about the limited accessibility of the Livestock Index-Based Insurance scheme. In response, Chairman D. Amarbayasgalan acknowledged that the scheme has failed to adequately compensate herders affected by last year’s dzud (harsh winter conditions), and therefore, a broader agricultural insurance system must be introduced to better serve herders' needs.





In Delger soum, residents reported that a company awarded a MNT 5 billion contract for water infrastructure development 12 years ago has yet to complete the project, leaving only an unfinished excavation site. The chairman pledged to closely investigate and address the issue.



As desertification intensifies and pastureland shortages become more critical, water conservation and resource management have become urgent priorities. In response, 15 small reservoirs will be constructed across Govi-Altai province this year.



Taishir and Delger soums are located near Lake Gegeen, which has successfully stored water from the Zavkhan River. Chairman D. Amarbayasgalan emphasized that this demonstrates the feasibility of water resource management in the region, and local residents expressed their full support for the reservoir construction project.
