MPs Ch. Anar, J. Zoljargal, B. Uyanga, and Ts. Munkhbat met today (January 28, 2025) with Jürgen Hartwig, resident representative of the German Agency for International Cooperation (GIZ), and L. Zaya, director of the "Just Transition" and "Strengthening the Judiciary" projects. The meeting focused on enhancing people-centered public services, reducing bureaucracy, improving process reengineering efforts, and reviewing the findings of GIZ-led research and projects. Additionally, discussions explored potential collaboration to address gaps and overlaps in Mongolia’s legal and regulatory framework.
MP Ch. Anar emphasized the need for process reengineering in public institutions and expressed interest in learning from past GIZ studies and expanding cooperation in this area.
Jürgen Hartwig highlighted that GIZ has been implementing projects in Mongolia for many years with funding from Germany’s Federal Ministry for Economic Cooperation and Development, covering environment, energy, sustainable economic development, and legal reforms. He reaffirmed GIZ’s readiness to continue working with Mongolian government agencies.
L. Zaya, director of the "Strengthening the Judiciary" project, introduced GIZ’s initiatives in digitizing the judiciary and enhancing the capacity of law enforcement agencies, noting that Mongolia’s shift toward e-governance and process reengineering presents opportunities for international support and expertise.
As an outcome of the meeting, the parties agreed to review GIZ’s legal research materials, study the experiences of countries like Estonia and Germany in public service improvements, develop unified guidelines for process reengineering in government institutions, and collaborate on eliminating legal redundancies and inconsistencies.
