Chairman of the State Great Hural D. Amarbayasgalan received the draft Law on the Right to Freedom of Peaceful Assembly from MP and Minister of Justice and Home Affairs O. Altangerel today (2025.01.24).
Minister O. Altangerel explained that the draft law was prepared based on public discussions regarding the implementation of the existing Law on the Procedure for Organizing Demonstrations and Assemblies, as well as issues raised in amendments proposed by specific MPs.
The proposed law introduces several key provisions: ensuring the freedom to hold peaceful demonstrations and assemblies on any issue without restrictions, recognizing spontaneous assemblies as equal to pre-notified ones, replacing the current approval-based registration system with a notification-based system, where authorities acknowledge notifications without requiring explicit permission. It also shifts the authority to disband unlawful assemblies from political officials, such as governors, to law enforcement agencies and local administrative offices, and guarantees no restrictions on the rights of media to report and cover assemblies.
