Standing Committee Chair Ch. Undram Delivers Presentation on Education and Science Sector Reforms

Chair of the Standing Committee on Education, Culture, Science, and Sports, Ch. Undram, delivered opening remarks and extended greetings to participants of the "Central Region Educational Institutions' Leadership Training and Consultation." She also presented a lecture on "Reforms in the Education and Science Sector."


In her remarks, Chair Ch. Undram highlighted that the 2020-2024 Parliament introduced significant legal reforms to the education sector by adopting the revised Education Package Laws. These laws expanded the scope of educational regulations beyond the limited framework of students and teachers, focusing instead on a comprehensive approach that incorporates diverse social relations. The reforms aim to protect the rights and interests of all stakeholders, ensure social security, promote lifelong learning, increase job satisfaction, and ensure equitable access to education.


She emphasized that these reforms have laid a foundation for governance reform in the education sector, competency-based professional management, digital transformation, inclusive education, performance-based funding, and a student evaluation system designed to prepare children for life. Moving forward, she stressed the importance of further advancing and consolidating these achievements, ensuring effective implementation, and refining the framework to encourage more individuals to pursue careers in education.

Chair Ch. Undram also noted Mongolia’s participation in the PISA assessment for the first time in 2022, describing it as a significant step for the development of the nation’s education system. A total of 7,276 students from Mongolia took the assessment, ranking 47th in mathematics, 50th in science, 36th in reading, and 29th in problem-solving skills among 81 participating countries. While acknowledging Mongolia's lower rankings compared to other countries, she stressed the need to improve educational quality, enhance competitiveness, and inspire students to overcome new challenges.


Additionally, she mentioned that the 2025 state budget includes funding for 77 projects and activities in the central region, totaling MNT 495.3 billion. These projects are part of Mongolia's long-term development policy, Vision-2050, which emphasizes creating equitable opportunities for quality education, strengthening lifelong learning systems, and making education the cornerstone of personal development, family stability, and national growth.

Chair Ch. Undram concluded by inviting participants to share practical suggestions and ideas to address challenges and set future development goals. She assured participants that the Standing Committee, together with the State Great Hural and the Government, would work diligently to implement these initiatives and resolve pressing issues effectively.
