Chairman of the State Great Hural (Parliament), D. Amarbayasgalan, received the draft law on supporting the development of Kharkhorum City from N. Uchral, Minister of Mongolia and Chief of the Cabinet Secretariat, and J. Batsuuri, Minister of Urban Development, Construction, and Housing.
The State Great Hural’s 2023 Resolution No. 07 decided to establish a new Kharkhorum City in the Orkhon Valley to align with Mongolia’s long-term development goals. The resolution aims to foster balanced urban and rural development, promote history, culture, and tourism, and establish an optimal settlement system. To implement the resolution, the Chairman’s Order No. 12 (2024) established a working group to oversee its execution and support the city’s development.
Over the past period, 189,363 hectares of land in Arkhangai and Uvurkhangai provinces were designated for the new city. Comprehensive plans for urban development, including transport, energy, and infrastructure, were formulated with input from citizens, researchers, and industry experts.
The law initiators emphasized the need for detailed legal regulations to support development efforts. The proposed law comprises eight chapters and 38 articles, focusing on balanced regional development, restoration of historical and cultural heritage, sustainable tourism, and creating comfortable living conditions for residents. N. Uchral underscored that the project envisions a city reflecting Mongolia’s cultural identity, achieving sustainable development goals, and integrating renewable energy and smart transportation solutions.
The plan also seeks to develop a well-structured, scientifically planned city that promotes innovation, reduces population congestion, and attracts domestic and foreign investments. This approach is expected to stimulate regional job creation and enhance the country’s economic opportunities.
