Draft Amendment to the Law on Labor Migration Submitted

On December 20, 2024, Minister of Labour and Social Protection L. Enkh-Amgalan submitted a draft amendment to the Law on Labor Migration to the Chairman of the State Great Hural, D. Amarbayasgalan.


The initiators of the law highlighted the real shortage of domestic labor in the labor market, with an annual average of 30,000 to 40,000 job vacancies left unfilled due to a lack of workers. Minister L. Enkh-Amgalan further emphasized that the implementation of 14 mega projects outlined in the Government’s 2024-2028 action plan would create a need for 280,000 new jobs. To address the labor shortage and promote investment and business development, a flexible policy approach is being adopted. This includes setting limits on the number and percentage of foreign workers in sectors with high economic productivity, such as mining, extraction, telecommunications, and banking, and promoting the employment of domestic labor in these industries.


The draft amendment also includes provisions aimed at reducing bureaucratic barriers for businesses hiring foreign workers, simplifying certain processes, and introducing digital solutions to improve efficiency.
