Parliamentary Research and Development Institute and the Mongolian Bar Association Sign Memorandum of Cooperation

In connection with the approval of the strategic plan for the State Great Hural of Mongolia for 2024-2028, Director of the Parliamentary Research and Development Institute D. Bumdari and President of the Mongolian Bar Association L. Danzannorov signed a memorandum of cooperation on December 19, 2024. Chairman of the State Great Hural D. Amarbayasgalan, Chair of the Standing Committee on Justice D. Tsogtbaatar, and Minister of Justice and Internal Affairs O. Altangerel also attended the signing ceremony.


The strategic plan outlines the commitment of the State Great Hural to promote a human-centered approach and uphold human rights and freedoms. In line with this strategy, the plan envisions guaranteeing human rights and freedoms through legislation. Chairman D. Amarbayasgalan emphasized the importance of close collaboration with professional organizations such as the Mongolian Bar Association to implement this human-centered approach in law.


He also highlighted that currently, 30% of daily social interactions are governed by law, while 70% are regulated by administrative procedures. This imbalance creates opportunities for corruption and bureaucratic inefficiency, giving undue advantages to officials and organizations that can bypass the application of rules. To address this, a working group has been established by the Chairman’s directive to streamline administrative procedures. Chairman D. Amarbayasgalan noted that the Mongolian Bar Association would provide professional and methodological assistance in this work.


This initiative aims to refine the legal and administrative framework, ensuring greater transparency and efficiency in the implementation of laws and regulations.
