The international academic conference titled “The Role of Electoral Management Bodies in Safeguarding Constitutional Democracy” commenced on December 12, 2024.
The conference aims to define the legal framework and future directions of electoral management bodies, assess the current state and challenges of electoral law and processes, and explore pathways for development. The event was opened with remarks by J. Bat-Erdene, MP and Chair of the Standing Committee on State Structure.
In his opening speech, Chair J. Bat-Erdene emphasized that while the development and consolidation of democracy cannot be directly measured by quantitative indicators like social or economic phenomena, international organizations, researchers, and scholars often assess a country’s democratic progress through factors such as parliamentary development, electoral systems, the organization of elections, and the legal framework governing electoral bodies.
He further highlighted that the choice of an electoral system and its adaptation to a nation’s specific context is crucial for upholding the core principles of democratic elections. Ensuring the transparency and effectiveness of election administration necessitates the independence, autonomy, and capacity of electoral management bodies.
Chair J. Bat-Erdene expressed his confidence that this international conference would yield valuable initiatives and proposals to strengthen the legal framework for enhancing the independence of electoral management bodies and advancing electoral law. He concluded by wishing success to all participants.
