State Great Hural Secretary-General B. Baasandorj Meets with IPU Secretary-General Martin Chungong


During the ongoing 149th Assembly of the Inter-Parliamentary Union (IPU) and the meeting of the Association of Secretaries-General of Parliaments, Secretary-General B. Baasandorj of the State Great Hural met with IPU Secretary-General Martin Chungong on October 15, 2024.




Expressing gratitude for the opportunity to meet, Secretary-General Baasandorj highlighted the critical role of the IPU and its member countries in strengthening parliamentary democracy and enhancing legislative functions in Mongolia. He noted the progress of the State Great Hural’s partnership with the IPU, which has reached a new stage with the 2024 Memorandum of Understanding focused on upholding fundamental democratic values such as human rights and gender equality. He also mentioned collaborative projects with the IPU, supported by the Swiss Development Agency, aimed at improving legislative and oversight functions. These efforts contributed to the recent overhaul of Mongolia’s Parliamentary Oversight Law, enabling the newly formed parliament to operate within an updated legal framework.


With the State Great Hural developing its 2024–2028 strategic plan, Secretary-General Baasandorj stated that official correspondence had been sent to the IPU seeking further insights. He expressed sincere appreciation to Mr. Chungong for the continued support provided by the IPU.

In response, Secretary-General Martin Chungong commended Mongolia’s consistent and active participation in the IPU Assembly and meetings of the Association of Secretaries-General of Parliaments. He welcomed the 2024 extension of the Memorandum of Understanding, which solidifies future cooperation. Chungong praised Mongolia’s achievement in electing a parliament with 25.4% female MPs, noting that such representation aligns with global averages and contributes significantly to women’s involvement in decision-making. He extended best wishes to Secretary-General Baasandorj in his new role and asked him to convey warm greetings to the Chairman of the State Great Hural.
