Chairman of the State Great Hural (Parliament) of Mongolia, D. Amarbayasgalan, presented the "Three Pillars of Excellence" as part of the Parliament 2.0 initiative at the State Palace. This reform aims to create a human-centered legislative environment over the next four years, in line with the constitutional mandate to develop a humane, civil, and democratic society.
The initiative focuses on three key principles:
1. Human-Centered Laws: Respecting and upholding human rights through a people-first approach.
2. Responsive Legislation: Swiftly addressing evolving societal needs with timely legal regulations that adapt to rapid developments.
3. Clear Legal Frameworks: Formulating clear, thoroughly regulated laws with a well-defined distinction between legislation and regulations.
Chairman Amarbayasgalan emphasized that these reforms will enable the government to work more effectively for its citizens. "Our laws must evolve with societal demands and offer comprehensive solutions," he stated.
Following the Chairman's presentation, Deputy Speaker H. Bulgantuya introduced the 2024-2028 Strategic Plan, marking the first time such a plan has been opened for public consultation. The plan was developed with input from international organizations, including the Inter-Parliamentary Union (IPU). "Our goal is to establish a more responsive and inclusive legislative framework," said Deputy Speaker Bulgantuya. "By opening the strategic plan for public input, we're ensuring that Mongolia's future laws reflect the true needs and aspirations of our citizens."
The event, attended by over 600 participants from 36 organizations, featured in-depth discussions led by parliament members and legal experts. These discussions highlighted the necessity for continuous legislative reform and increased public involvement.
In his concluding remarks, Chairman Amarbayasgalan emphasized the crucial role of cross-institutional collaboration. He called for active participation from research institutes, civil society organizations, and international experts to ensure the initiative's effectiveness and longevity.
To implement these changes, 54 working groups have been established, with 19 set to present draft laws during the fall 2024 parliamentary session.
The "Parliament 2.0: Three Pillars of Excellence" initiative represents a significant step towards modernizing Mongolia's legislative process, aiming to create a more responsive and effective governance structure that serves the needs of the Mongolian people in an ever-changing global landscape.
