Introduction of new management team and structural changes at the Secretariat of the State Great Hural

In response to recent constitutional amendments, which increased the number of State Great Hural (Parliament) members from 76 to 126, the newly formed Parliament began its activities following the 2024 Parliamentary elections held on June 28.

Reflecting this expansion, Mr. B.Baasandorj, Secretary General of the State Great Hural, convened a staff meeting to announce updates to the functions and organizational structure of the Secretariat. During the meeting, Secretary General Baasandorj explained that the revised organizational structure would be introduced and ratified in consultation with the Chairman of the State Great Hural, in line with the Law on the State Great Hural of Mongolia.


The new structure includes the establishment of a First Deputy Secretary, who will oversee legal and legislative affairs. Additionally, two Deputy Secretaries will manage separate portfolios: one will focus on oversight and evaluation monitoring, while the other will be responsible for communications, media and public relations, and law promotion.

Moreover, the Parliamentary Research and Training Institute will undergo a major reorganization and will be renamed the Parliamentary Research and Development Institute. This restructuring is intended to align with international standards, enhancing the Institute’s capacity to promote parliamentary ethics, foster international research collaborations, and conduct advanced research methodologies and analyses at a professional level.

These changes are aimed at improving the efficiency and effectiveness of the Secretariat in supporting the legislative functions and responsibilities of the State Great Hural.

 

The new management team of the Secretariat of the State Great Hural was introduced as follows:

- Ms. Choijilsuren ARIUNKHUR, First Deputy Head in charge of legislation and legal affairs.

- Mr. Uurtsaikh AMARBAT, Deputy Head in charge of oversight and evaluation and monitoring.

- Mr. Erdene LKHAGVA, Deputy Head in charge of communication, media and public relations and law promotion.

- Ms. Chuluunbaatar DONDOGMAA, Head of Legal Department.

- Ms. Enktaivan BOLORTUYA, Head of Press Department,

- Mr. Khishigbayar MUNKHBILEG, Head of Public Relations Department.

- Mr. Tseveenjav BATBAATAR, Head of Management Department.

- Mr. Maamba UNENBAT, Head of Legal Analysis Division under Legal Department.

- Mr. Namsrai NARANTSOGT, Head of Session Organizing Division under Legal Department.

- Mr. Davaasuren ERDENESAMBUU, Head of Budget Scrutiny and Analysis Division under Monitoring and Evaluation Department.

- Mr. Jargal ERDENEBAYAR, Head of Parliamentary Promotion Division.

- Mr. Battumur TUMUR-OCHIR, Head of Arrangement Division under Public Relations Department.

- Mr. Baatar LKHAGVASUREN, Head of Finance, Supply and Service Division.
