Members of the State Great Hural have been working in their constituencies of Darhan-Uul, Uvs, Hovd and Uvurhangai Aimags to introduce the Draft Amendments to the Constitution of Mongolia and receive

Mr. G.Zandanshatar, Chairman of the State Great Hural (Parliament) of Mongolia, appointed members to work in their constituencies by Order No. 85 of 2023. The Members of the State Great Hural of Mongolia have the duty to work in their constituencies and introduce the Draft Amendments to the Constitution and the decision of the State Great Hural to discuss the Draft in parliament.


An Introduction of the Draft Amendments to the Constitution was presented to citizens of Darhan-Uul aimag, where their suggestions and opinions were noted in the Work report of the Members of Parliament

Member of Parliament and Chair of the Standing Committee on Ethics and Disciplinary Responsibility Mr. B.Battumur, Member of Parliament and Minister of Finance Mr.B.Javkhlan, and Member of Parliament Mr.G.Damdinnyam have been working in Darkhan-Uul Aimag.


On 10th May, 2023, they worked in Orkhon, Darkhan and Sharyn gol soums of Darkhan-Uul Aimag, and made a presentation on the Draft amendments to the Constitution of Mongolia, the decision of the State Great Hural to discuss the Draft Amendments in parliament, and held meetings and discussions with local citizens to gather their opinions and suggestions on the matter.


Local residents expressed their support for the Draft amendment to introduce a mixed electoral system in the General elections, while also expressing suggestions to hold manual counting of ballots to ensure fair elections. In order to strengthen the representative capacity of parliament, residents who participated in the discussions expressed their support for increasing the number of parliament members to ensure the inclusion of representatives from different social groups and sectors. 



Members of Parliament Mr.D.Tsogtbaatar and Ms.Ts.Munkhtsetseg have been working in their constituency of Sukhbaatar district

In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural, Member of Parliament Ms.Ts.Munkhtsetseg worked in her constituency of Sukhbaatar district to make presentations on the Draft amendments to the Constitution of Mongolia, and receive feedback and suggestions of local residents. Ms. Ts.Munkhtsetseg held meetings and discussions with residents of the 7th-14th Khoroo of Sukhbaatar district, on 8th-10th May, 2023.


Ms.Ts.Munkhtsetseg made introductions and detailed explanations on the Draft amendment to increase the number of members of parliament and on the Draft amendment to the electoral system of the General elections, alongside its relevant research and information. In order to strengthen the representative capacity of parliament, the Draft amendments include increasing the number of the members of parliament from 76 to 152 in accordance with the population of Mongolia, and for half of members of parliament to be elected by the majoritarian method, and the remaining half by proportional method. Accordingly, residents’ positions and opinions were heard in connection with the Draft amendments.



Mr.D.Tsogtbaatar, Member of Parliament, met with the constituents and residents of 1st-6th Khoroo of Sukhbaatar district, introduced the Draft amendments to the Constitution of Mongolia, listened to their opinions and positions, and discussed solutions to pressing issues such as the country’s economy and the rise in commodity prices.

Introductions were presented to residents of Hovd Aimag on

the Draft amendments to the Constitution

Mr.B.Purevdorj, Member of Parliament, has been working in Hovd Aimag. In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural of Mongolia, Mr.B.Purevdorj, met with the residents of Uyench, Bulgan, Erdeneburen, Must, and Altai soum of Hovd Aimag, and presented detailed information on the Draft amendments to the Constitution of Mongolia, to increase the number of members of parliament to 152, and to conduct the General elections according to a mixed elector system. Local residents gave their opinions in regards to the Amendments to the Constitution of Mongolia.


Introductions to the Draft amendments to the Constitution of Mongolia were presented to residents of Han-Uul district

In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural of Mongolia, Member of Parliament Mr.T.Dorjkhand has been working in his constituency of Han-Uul District.

Mr.T.Dorjkhand presented an introduction to local residents on the decision of the State Great Hural to discuss in parliament the Draft amendments to the Constitution of Mongolia and listened to residents’ opinions and positions.


Those attending the meetings and discussions expressed their respective position on holding the General elections by way of a mixed electoral system, consisting of both majoritarian and proportional methods, and increasing the number of members of parliament.

Member of Parliament and Minister of Economy and Development

Mr.Ch.Khurelbaatar, and Member of Parliament Mr.O.Tsogtgerel have been working in their constituencies of Uvs Aimag

In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural of Mongolia, Member of Parliament and Minister of Economy and Development Mr.Ch.Khurelbaatar has been working in his constituency of Uvs Aimag.


Alongside meeting local residents of Hovd soum of Uvs Aimag to brief them on current social and economic conditions of the country, Mr.Ch.Khurelbaatar presented information on the Draft amendments to the Constitution of Mongolia, discussed with and listened to residents’ opinions and positions on the matter.

Although some locals believe it to be unnecessary to increase the number of Members of Parliament, others deem it necessary to increase the number, whilst limiting it to under 152. On the contrary, there were also locals who supported the Draft amendment to increase the number of Members of Parliament to 152, as submitted by the Government. This is due to the reasoning that in principle, Parliament should be composed of representation from all groups of society.


In conclusion, at a time when circumstances in the international arena is at an uncertain time, participants in the meeting and discussions wholeheartedly agreed that it is essential for Mongolia to be secure in its independence and ensure its “Classical” parliamentary governance, that in which fully expresses the wishes of its people.


In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural of Mongolia, Member of Parliament Mr.O.Tsogtgerel has been working in his constituency, and introduced the Draft amendments to the Constitution of Mongolia and the decision of the State Great Hural to discuss the matter in parliament.


He has been engaging locals in discussions and have been receiving feedback on their respective opinions and positions. In this respect, he has been working in Zavhan, Naranbulag, Ulgii, Umnugovi, Hovd, Buhmurun soums to hold meetings and discussions with local residents.

Introduction on the Draft amendments to the Constitution of Mongolia was made to local residents of Uvurhangai Aimag

In accordance with the Order No.85 of 2023 of the Chairman of the State Great Hural of Mongolia, Members of Parliament Mr.G.Ganbold and Mr.D.Togtokhsuren has been working in their constituencies of Uvurkhangai Aimag.

In addition to informing and presenting to the citizens and voters in regards to the Draft amendments to the Constitution of Mongolia, and the decision of the State Great Hural to discuss the Draft amendments in parliament, the Members of Parliament have been listening to and receiving the feedback and opinions of locals.


Citizens have expressed various views and positions on the Draft amendments to the Constitution. Citizens expressed many opinions on the Draft amendment to increas the number of Members of Parliament, where many have expressed the opinion that parliament should have approximately 100 or 108 members.

Members of the State Great Hural have spent a week working in their constituencies to inform citizens and voters about the Draft amendments to the Constitution of Mongolia, and the decision of the State Great Hural to discuss the Draft amendments in parliament, and to listen to the views of citizens, and to collect and consolidate the relevant opinions and feedback.

The Consolidated Report will be submitted to the Standing Committee on State Structure by the 17th May, 2023. This Standing Committee will gather citizens’ opinions and feedback and submit their Report to the Working Group responsible for preparing the Draft amendments to the Constitution of Mongolia for its second and third discussions, within the 18th May, 2023.
