Тhe Deliberative Council submitted its recommendations to Mr. G.Zandanshatar Chairman of the State Great Нural (Parliament) of Mongolia. The Recommendations of the Deliberative Council, which were based on the results of the “Deliberate and Resolve” National Deliberative Polling which was organized in two stages at the national level, were presented to Mr. G.Zandanshatar.
1. 6 RECOMMENDATIONS ON THE TOPIC OF CIVIC AND POLITICAL RIGHTS AND RESPONSIBILITIES
1.1. To eliminate the procedure for obtaining permission to conduct peaceful demonstrations and gatherings, and instead shift to a system of notifying the necessary persons/entities, by making necessary changes in the relevant laws
1.2. To establish a legal framework to guarantee freedom of expression for civilians and freedom of the media
1.3. То allow Mongolian citizens residing abroad to vote in the parliamentary elections and to accordingly make revisions to the “Law on Election of the State Great Hural of Mongolia”
1.4. To research the issue of granting Mongolian citizenship [dual citizenship] to Mongolian persons born and raised abroad
1.5. To establish an independent public oversight system that is representative of the public
1.6. To include regulations in the relevant legislation for civil servants who declare their income to also declare expenses
2. 6 RECOMMENDATIONS ON THE TOPIC OF PARLIAMENTARY DEMOCRACY
2.1. To promptly discuss and approve laws which have previously planned to be approved in accordance with the Constitutional Amendments of 2019, and ensure that the Amendments have been fully realized and implemented
2.2. There isn’t any need to revise the Constitution of Mongolia
2.3. To improve parliamentary capacity to represent its citizens and to strengthen representative democracy
2.4. To establish a legal environment for a combined system with majority rule and proportional representation for conducting parliamentary elections
2.5. To urgently conduct legal reforms to establish transparency and public oversight for the funding sources, and income and expenditures of political parties
2.6. To create a legal environment that removes strict membership of political parties and instead ensures political parties are policy-oriented
3. 7 RECOMMENDATIONS ON THE TOPIC OF ECONOMY, WEALTH FUND AND DECENTRALIZATION
3.1. To create a legal environment for the distribution of the Sovereign Wealth Fund that is in accordance with the common international principles, and which has an aim to reduce income inequality and poverty, increase employment and improve social protection
3.2. To establish legal framework where the management body of the Sovereign Wealth Fund is professionally qualified, independent from politics and carries out its activities under the oversight of the public
3.3. To create a legal framework for the establishment of a fund from the revenues of mining exports to support small and medium sized enterprises
3.4. To create a legal environment to ensure the independent implementation of the main functions of The Central Bank (Bank of Mongolia) and accordingly make the necessary amendments to the relevant laws
3.5. To establish a legal environment for the state support to large-scale projects with high-level social benefits that increase economic growth, reduce poverty, develop rural small and medium-sized industries
3.6. For the Government to develop and submit to the State Great Hural (Parliament) of Mongolia, a proposal for an administrative reforms
3.7. In order to reduce population concentration in Ulaanbaatar, improve the respective legal environment for the special support shown to rural residents and migrants
4. 3 RECOMMENDATIONS ON THE TOPIC OF SOCIAL PROBLEMS
4.1. To improve the legal and economic environment to increase the value of Mongolian labor
4.2. To improve the transparency of the budget and asset management of the Health and Social Insurance Fund, and to make legal arrangements for the tripartite management of the fund to be independent of politics and under public control
4.3. To thoroughly implement laws aimed at fully ensuring gender equality in political, economic, social and cultural life.
