RESOLUTION OF THE

STATE GREAT HURAL (PARLIAMENT) OF MONGOLIA

THE ARRANGEMENT OF A DELIBERATIVE POLLING

It is hereby DETERMINED by the State Great Hural (Parliament) of Mongolia, based on Section 5.1 of Article 5 of the Law on the State Great Hural of Mongolia, Articles 4 and 5, Section 6.3 of Article 6, Article 7, Section 8.5 of Article 8, Section 10.3 of Article 10 of the Law on Deliberative Polling that:

1.Through the aim of determining national priority issues with the assistance of the public, consulting with citizens in regards to: placing issues in order of priority, finding methods of solutions and decisions that will be made, and through the goal of ensuring a national consensus, the “Deliberate and Resolve” national deliberative polling shall be conducted.

2.In accordance with Article 11 of the Law on Deliberative Polling, and the principles of ensuring the participation of citizens in state affairs, providing knowledge and information, ensuring transparency and openness, the Deliberative Polling shall be organized by February 20, 2023. In this context, the Deliberative Polling shall be organized in the “Great Hall” of the State Palace, in Ulaanbaatar.

3.Тhe Government of Mongolia (L.Oyun-Erdene) is hereby instructed to determine the necessary budget and funds for the Deliberative Polling, and provide organizational assistance.

4.The nomination period for Members of the Deliberative Council shall be determined between December 23 till December 30, 2022.

5.The Standing Committee of State Structure (J.Munkhbat) and the Secretariat of the State Great Hural (L.Ulziisaikhan) are to be assigned with the duty of establishing a working group to select Members of the Deliberative Council and providing organizational assistance in the activities of the Deliberative Council.

6.Within the scope of organizing the Deliberative Polling:

1/The “Social, Political and Economic Challenges: “Solutions”” scientific conference are to be organized by the Mongolian Academy of Sciences (D.Regdel) and the Secretariat of the State Great Hural (L.Ulziisaikhan);

2/The organization of the “Political, Economic and Legal Solution – Social Consensus” conference are to be assigned to the Standing Committee of State Structure (J.Munkhbat).

7.The National Statistics Office (B.Batdavaa) is assigned with the duty of carrying out the activity of polling during the Deliberative Polling.

8.The Standing Committees of the State Great Hural (Parliament) of Mongolia are instructed to support the implementation of this Resolution.

9.This Resolution shall come into force, beginning December 22, 2022.
