1.The“Consolidating Parliamentary Democracy in Mongolia” project, jointlyimplemented by the Secretariat of the State Great Hural of Mongolia and theSwiss Agency for Development and Cooperation (SDC), is seeking consultingservices to conduct project baseline survey. All legal entities are invited tosubmit an application.

2.  Theapplicants shall meet the following requirements:

a.     Bea legal entity (research organization, NGO, consulting company, etc.);

b.     Teammembers should be experienced in public opinion research and evaluation.

c.     Thefollowing specialists should be included in the consulting service team:

•    Teamleader;
•    Logisticsmanager or coordinator (for the day-to-day management and internal qualityassurance);
•    Dataentry and analysis supervisor;
•    Dataentry operator;
•    Fieldsupervisor;
•    Fieldcounter.

d.     Theteam must meet the following criteria:

•    Atleast 8 specialists with a master's degree or higher in law, social sciences,public administration, management and other related fields;
•    Theteam leader must have a doctorate in social sciences;
•    Teamleader must have at least 10 years of experience in research and developmentorganizations;
•    Experiencein research design, quantitative and qualitative research ( 5 major researchprojects);
•    Goodtechnical knowledge in the development of research tools and guidelines, aswell as management and performance indicators based on monitoring andevaluation results;
•    Advancedknowledge and skills in SPSS, Stata, SAS or similar software;
•    Goodknowledge of the political, economic, social and cultural situation and thelegislative body and its activities;
•    Abilityto analyze and write reports;
•    Goodspeaking and writing skills in English and Mongolian.

1. The applicant shall submit evidence of the consultant's ability to perform the service (a copy of the State Registration Certificate of the legal entity; introduction to the organization; Letter of Qualification to perform the service; financial report for the last year; evidence of the skills and experience of the team members; list of similar work).
