Weekly review for January 25-29, 2021


January 25, 2021. Chair of Standing Committee on Legal Affairs MP S.Byambatsogt, head of Democratic Party caucus at the State Great Hural MP D.Ganbat handed a draft resolution on “Celebrating the 100th anniversary of the establishment of a political party in Mongolia” to Speaker of the State Great Hural G.Zandanshatar. The Mongolian People's Party, the first political party in Mongolia, was established on March 1, 1921.


January 26, 2021. On the occasion of the 29th anniversary of adoption of the new Democratic Constitution of Mongolia, the final rounds of the 2021 National Amateur Chess Championship were successfully organized and named the winners. The 2021 Championship, held under the auspices of G.Zandanshatar, Speaker of the State Great Hural (Parliament) of Mongolia, was arranged for the first time virtually using lichess.org platform via zoom program and was played under Swiss-system tournament, where a total of 527 players have competed.


January 26, 2021. At the Standing Committee meeting on Education, Culture, Science and Sports, the final discussion was held on the draft law on Museums and other relevant laws submitted together. During the meeting it was introduced that the construction procedure of the Chinggis Khaan Museum is about at 90%, whereas interior work at 70% and the exhibit collection at 50%.


Members of the State Great Hural (Parliament) of Mongolia Ch.Undram, G.Damdinnyam and T.Aubakir submitted a bill on Exemption from Customs Duty and Value Added Tax to G.Zandanshatar, Speaker of the Parliament today on January 26, 2021. According to the Law on Value Added Tax approved by the State Great Hural on May 29, 2008, new agricultural tractors, combines, machinery, flour mills and irrigation equipments, fertilizers and plant protection active substances were subject to exempt from value added taxes until December 31, 2020. This legal support stabilized the growth of costly and declining agricultural production, improved the economic capacity of farmers and producers, sustained employment, and provided a healthy and food source for its citizens.


January 26, 2021. MP O.Tsogtgerel submitted a bill to amend the Law on Information Transparency and Right to Information to G.Zandanshatar, Speaker of the State Great Hural.


January 27, 2021. At the Standing Committee on State Structure, the President’s proposal to promote the incumbent Chief Cabinet Secretary of Mongolia, MP OYUN-ERDENE Luvsannamsrai, 41, for the next Prime Minister was discussed and agreed to introduce at the afternoon plenary session. In the Article 28.1 of the Law on Session Procedures of the State Great Hural (Parliament) of Mongolia, it states that the Standing Committee on State Structure shall discuss the nominee for Prime Minister within 3 working days after the President of Mongolia submits his proposal to the State Great Hural in accordance with Article 39.2 of the Constitution of Mongolia.


January 27, 2021. At the afternoon plenary session of the State Great Hural, it was agreed to discuss a bill on amendments to the Law on Prevention and Response to the COVID-19 Pandemic and Reducing the Adverse Effects on Society and Economy (COVID-19 Mitigation Law) and transfer to the Standing Committees on Security and Foreign Policy, and on Economics for the first hearing. After, the first discussion of the draft law on amending the law on reimbursement of pension insurance premiums for herders and the self-employed was held and agreed to transfer to the Standing Comiittee on Budget for final hearing. Thereafter, a resolution to appoint MP S.Ganbaatar as a member of Small and Mid-size Enterprises Sub-Committee was approved. Moreover, the discussion to nominate MP L.Oyun-Erdene as the 32nd Prime Minister of Mongolia was continued and the resolution was approved by 87.9 percent of votes.


January 28, 2021. At the plenary session of the State Great Hural, a bill on amendments to the Law on Prevention and Response to the COVID-19 Pandemic and Reducing the Adverse Effects on Society and Economy (COVID-19 Mitigation Law) was discussed and transferred to relevant Standing Committee for final hearing. Also, amendements to the Law on Banking, the Law on Museums were ratified, and agreed to discuss the resolution on “Celebrating the 100th anniversary of the establishment of a political party in Mongolia”.


January 29, 2021. At the morning plenary session of the State Great Hural, final hearing on amendments to the law on reimbursement of pension insurance premiums for herders and the self-employed were held and ratified. Also, the resolution on “Celebrating the 100th anniversary of the establishment of a political party in Mongolia” and the Law on Supporting the Oil Refinery were approved. Moreover, the agenda for 2021 Spring plenary session was ratified.


January 29, 2021. The two-day international conference on “Democratic Challenges in Asia And Mongolia: Innovations Through Deliberative Democracy, Virtual Parliament And Electoral Reform” was virtually organized by Stanford University and the National University of Mongolia, where Speaker of the Parliament G.Zandanshatar and Member of Parliament Ts.Munkhtsetseg participated in the meeting by delivering welcoming remarks.




January 29, 2021. At the afternoon plenary session of the State Great Hural, a draft resolution to free and appoint new Chair of the Committee was discussed and agreed to nominate MP Ch.Khurelbaatar as the Chair of the Standing Committee on Budget succeeding MP B.Javkhlan. Thereafter, newly promoted Prime Minister L.Oyun-Erdene introduced his Cabinet members. The new Cabinet will retain the same composition of preceding structure. The Government will have 14 Ministries including 12 Regulatory and 23 Implementing agencies, and the Cabinet consisting of the Prime Minister, Deputy Prime Minister, Head of the Cabinet Secretariat with a total of 17 members.


After the ceremony of inauguration of newly elected Cabinet members, the 2020 autumn plenary session of the State Great Hural was closed. During the regular autumn session, 31 sessions and 114 meetings of standing, sub-committees and ad hoc were held. According to amendments to the Constitution of Mongolia, the session shall last at least 75 days, before it was regulated no less than 50 days. But the 2020 autumn plenary session met 82 days and approved a total of 87 laws and 44 resolutions of the State Great Hural (Parliament) of Mongolia.
