Weekly review for November 15-19, 2021


November 15, 2021. According to the revised law of the Courts of Mongolia, which came into force on March 1, 2021, the rules of procedure of the Judicial Disciplinary Committee was adapted authorizing non-judge members of the Committee to suspend, dismiss or impose other disciplinary sanctions on judges. With the rules, nomination and election of these non-judge members of the Judicial Disciplinary Committee were organized, and consequently, an appointment hearing was organized by Standing Committee on Legal Affairs. 


November 15, 2021. The Standing Committee on Social Policy reviewed the first reading of the revised law on Labor Migration. According to revision, private employment agencies shall not charge directly or indirectly, in whole or in part, any fees or costs to workers as stated in the  Convention 181, ILO. Also, in order to ensure the financial capacity of the licensee, the legal entity's capital will be increased from 100 to 300 million MNT.


November 16, 2021. Chair of the Standing Committee on Ethics and Discipline MP B.Bat-Erdene called a press conference briefing October attendance of MPs in the Standing Committee meeting and the plenary session. Also, he introduced the revised draft rules of the Code of Ethics for Members of Parliament.


November 16, 2021. At the joint meeting of the Standing Committee on Economy, and the Innovation and e-Policy of the State Great Hural, the first discussion of the draft law on Virtual Asset Provider was held, and agreed to introduce the meeting summary at the plenary session.


November 16, 2021. The Secretariat of the Parliament of Mongolia in collaboration with the U.S. Agency for International Development, and the International Republican Institute hosted an online meeting and discussion on “Drafting legislation” involving parliamentary members of State Great Hural and representatives of the United States Congress.


November 16, 2021. The Standing Committee on Legal Affairs organized an appointment hearing for non-judge members of the General Council of the Judiciary. There 29 nominees promoted their candidacies and only six were elected.


November 18, 2021. At the morning plenary session, the State Great Hural resolution on the State Monetary Policy Guidelines for 2022 was ratified with the majority of votes. Also, it was agreed to discuss the draft resolution on measures to take on the “Ulaanbaatar Railway”, a Mongolian-Russian joint venture company. Moreover,  the first reading of the draft law on Virtual Asset Provider was held and transferred to the affiliate Standing Committee for a final discussion.


November 18, 2021. Chairman of the State Great Hural G.Zandanshatar addressed the ceremonial meeting dedicated to the 100th anniversary of the establishment and development of modern scientific organizations in Mongolia and the 60th anniversary of the establishment of the Mongolian Academy of Sciences.


November 18, 2021. At the afternoon plenary session, the issue to appoint 5 non-judge members of the Judicial Disciplinary Committee was discussed and ratified. However, the other non-judge members of the General Council of the Judiciary were agreed to appoint at the Standing Committee meeting on Legal Affairs, but the Democratic Party faction in the State Great Hural requested to postpone the issue for five days. The reason was to clarify whether some nominees’ interests connected with MPs.


November 19, 2021. At the morning plenary session, the draft law on amending the Criminal Procedure Code was discussed and transferred to Legal Standing Committee for a final discussion. After, the first reading of the revised law on Labor Migration was discussed and agreed to review in collaboration with the Standing Committee on Economics.


November 19, 2021. At the initiative of Deputy Chairwoman of the State Great Hural S.Odontuya, a discussion on “Protecting children from cyberattacks” was organized in cooperation with the United Nations Children's Fund.


November 19, 2021. The Secretariat of the State Great Hural of Mongolia and the Swiss Agency for Development and Cooperation co-organized a training to exchange experiences in the field of parliamentary library operations and parliamentary research centers in the frameworks on “Strengthening Parliamentary Democracy in Mongolia” project.
