Weekly review for January 11-16, 2021


At the Standing Committee meeting on State Structures held on January 12th, the first discussion on amendments to the Law on Public Service submitted together with the Law on Labor was conducted and agreed to introduce the meeting summary at the Standing Committee on Social Policy. Thereafter, a working group was established to process a revised version of the Law on the President of Mongolia.


January 12, 2021. At the Standing Committee meeting on Environment, Food and Agriculture six issues were discussed and resolved. First, a resolution was approved to re-establish a working group chaired by MP J.Bat-Erdene responsible for preparing the revised draft of the Law on Cultivated Plant Seeds and Varieties. Second, it was agreed to re-establish a working group responsible for preparing a draft of the Law on Genetic Resources. Third, Standing Committee resolution was approved to establish a working group responsible for preparing the revised draft of the Law on Natural Plants. Fourth, to re-establish a working group responsible for preparing a draft on amendments to the Law on Water. Fifth, to re-establish a working group responsible for preparing a draft on the Law on Food. Sixth, to re-establish a working group on the draft laws on Environmental Protection; Natural Plants; Animals, Forests and Water and other submitted laws.


Mongolia adopted a new democratic constitution on January 13, 1992. By the resolution of the People's Great Hural of the People's Republic of Mongolia dated January 14, 1992, it was enacted to promulgate the Constitution Day of Mongolia annually on January 13th.

On the occasion of this Day, Parliament of Mongolia annually hosts National Amateur Chess Championship in collaboration with Mongolian Chess Federation. This year due to the COVID-19 outbreak, it was resolved to host virtually the 2020 Championship announcing during the press conference called on January 13, 2021.


January 13, 2021. At the Standing Committee meeting on Legal Affairs, the first discussion was held to the draft law on amending the Law on Violations submitted together with the revised draft of the Labor Law and was agreed to establish a working group. After, the first discussion was heard on the draft resolution of the State Great Hural on “Approval of the Guidelines for Improving the Legislation of Mongolia until 2024”. Thereafter, final discussion on the revised version of the Law on Courts of Monglia was held and agreed to introduce the meeting summary at the plenaray session meeting.


January 13, 2021. At the Standing Committee meeting on Education, Culture, Science and Sports, the first discussion was held on the draft law on Museums and other draft laws submitted together with it and was agreed to introduce the meeting summary at the plenaray session meeting.


On the occasion of the Constitution Day (January 13th), the Speaker of the State Great Hural (Parliament) of Mongolia G.Zandanshatar delivered greetings by hailing the significant role of the Constitution in strengthening the country's independence and sovereignty, as well as consolidating the unity and solidarity of the society.


January 13, 2021. At the Standing Committee meeting on Economics, the first discussion was held to amend the Law on Banking and regulations followed with it.


January 13, 2021. At the Standing Committee meeting on Social Policy, the first discussion on revised version of the Law on Labor and draft laws submitted together were continued and agreed to introduce the meeting summary at the plenaray session meeting.


January 14, 2021. At the morning plenary session meeting of the Parliament, final discussion on the Law on Courts was proceeded and accordingly, the first discussion on amending the Law on Session Procedures of the State Great Hural was heard.

 

January 14, 2021. At the afternoon plenary session meeting, affiliated laws and regulations regarding the Law on Courts of Mongolia were ratified.


MP  Ts.Tserenpuntsag, MP S.Byambatsogt, MP Sh.Adishaa, MP Kh.Nyambaatar and MP J.Ganbaatar presented a bill on Compensation to the Speaker G.Zandanshatar.


January 15, 2021. At the morning plenary session meeting of the Parliament, the first discussion was heard on the draft resolution of the State Great Hural on “Approval of the Guidelines for Improving the Legislation of Mongolia until 2024” and was agreed to transfer to Standing Committee on Legal Affairs for final hearing. Afterwards, the Law on Courts of Mongolia was approved with 96.2 percent of votes.


January 15, 2021. At the afternoon plenary session meeting, the first discussion on revised version of the Law on Labor, Museums and draft laws submitted together were heard.


January 16, 2021. A virtual debate on the draft law on the Legal Status of Human Rights Defenders was hosted by the Standing Committee on Legal Affairs in cooperation with the National Human Rights Commission of Mongolia.
